Then we would not spend time writing this article. But unfortunately, practice is different from theory. We compared the situation of the webinars of the safety regions Noord-Holland Noord and Zuid-Holland Zuid. The basics are different and therefore the choice of software.

The three circles of qualified remote working

To create a better understanding, we have divided the “competence at a distance” into zones. Each zone has its own opportunities and challenges.

The centre

The “centre” is the teacher. This person is central and has a key role in transferring the knowledge. This can be a person in a studio, but also at home or at work behind a desk.

The first circle

Around the teacher we find the “first” circle. These are the people who physically are needed near the centre. That can be a second teacher, another presenter, but also the moderator and technicians. We have to deal with the 1.5 meters distancing. Physical presence is required, but that makes it a bit complicated. The more people are present, the greater the physical space must be. Another point is the risk one of the team members has to be absent. This if they themselves or immediate family show health problems. It therefore is essential to plan.

The second circle

The second circle is made up of participants and attendees of the workshop where there is a maximum interaction. Consider the use of webcam, chat, audio, file sharing and a common digital whiteboard. The moment these people ask a question they are heard in “the centre”. A dialogue is indeed possible. These students are extremely important to the teacher. Indeed, they are the ones that help you get the “classroom feeling”.

We do not know exactly the size of this second circle. That is why we are testing. What we already have noticed, is that the “performance on paper” of the various solutions do not come close to reality. Typically programs that may be employed in this circle are Microsoft Teams, Google Hangouts, Zoom, Jitsi and BigBlueButton. At first glance it seems that this circle can have a maximum of 1 to 50 fully interactive members without quality falling down so far that it is disturbing to look at.

The third circle

Finally, we have our third circle. Here students can follow the evening training through a “stream”. The most obvious form of interactivity for this group of participants is a chat. There is no webcam traffic back to the centre, moreover no audio. It is largely one-way. The great advantage of this circle is that it can have a huge size. From hundreds to even thousands of people.

In this schematic map it quickly becomes clear that the first question for the teacher is: “What kind of training do I want to give?”. This question determines to a large extent the software, or even better a combination of software solutions. We have in fact not found or tested software that can do “everything”.

Software for the first circle

This is the least complex software to select. It concerns the presentation software the teacher or instructor himself prefers. That can be PowerPoint or Prezi, or any other presentation program.

During the digital training evenings of North Holland North, we work with PowerPoint, which is displayed on a large screen. We record both the instructor and the screen. But sometimes we only show PowerPoint. Through a video mixer we can switch between the various images. Does an instructor prefer another presentation program? No problem for us, then the process in the studio continues exactly the same.

There are several software packages for the second circle which are also suitable for sharing a desktop, or another smart way to view the teacher presentation. These are not used during the training with North Holland North. Therefore we do not consider it in this article. It is however of interest to the instructor or teacher who wants to set up a webinar on his own, with only a webcam and a presentation.

Software for the second circle

For the first two training evenings with safety region Noord-Holland Noord we worked with Zoom. In itself a great package, with respectively 18 and 38 participants we had a reasonably good picture and a fine interaction. The chat was clear and transparent. Also it was easy to operate for the moderator. Please note that with 38 users we never approached the specified maximum of 100 participants. Based on the findings, we do not dare to take the risk of 100 participants. We start with an absolute maximum of 50 users with a webcam, but then we are not exactly relaxed. Important is the image faltered from time to time, while not everyone had turned on his webcam.

We then started looking for an alternative to Zoom. Besides performance with larger groups, many users create have an understandable resistance, associated with the Zoom privacy policy.

Microsoft Teams is a nice concept to four students or participants, but more people cannot be viewed by the trainer. Too bad, because it just works perfectly for the instructor to get a “classroom feeling”. That in turn is one of the success factors of an interactive training evening. Therefor Microsoft Teams is excluded.

We’ve done some serious testing of Jitsi. In itself, a nice package. The possibilities to the moderator, especially in larger groups, are however limited. Somewhat too limited in our view. Another problem is the scalability. In a test with 12 people the quality is not good enough for a good training session. Due to time constraints we stopped further scale testing. Jitsi is not a bad package, but less suitable for this specific application.

Very nice was the help from “an unexpected assistant”. Florian Overkamp from Speakup, the FireWare phone provider, was brainstorming with Tony ter Neuzen, programmer at FireWare, about how to solve this. They came up with the solution: BigBlueButton. Open Source, like Jitsi, but much more suitable to interactive sessions.

Last weekend we tested this program extensively. Our thanks go to Florian for the test server and to Tony for the weekend work. Following the training evening of April 6, a large number of participants of the training evening of Safety Region North Holland North participated in a capacity test. Results have been very promising. The problems to be solved are the aspect ratio of the cameras and the delay. We plan therefore to start using BigBlueButton next week. This well be the perfect solution for “qualified at remote distance” within the second circle!

Software for the third circle and bandwidth

During the training session of April 6, at the peak 38 people participated via Zoom and 76 via a Youtube stream. Youtube stream works perfect as a software solution for the third circle. We therefore see no change here. From the moment we had solved the initial problems, the stream was good and the chat worked perfectly.

There remains a small “but”. In the early evening, we used a 100 Mbps fibre optic line. This line was used for communication both in the second circle and in the third circle. This should in theory be sufficient. Practice proved otherwise, the Youtube stream was so bad that some people even (rightly) dropped out.

Then we have redirected the “Youtube” link to a second 20 Mbps fibre optic line, which we also have here and is normally used for telephony. This proved to be the solution. The complete separation of the provisions for the second and third circles, both in hardware and in software, is really a good idea. We will therefore continue with this.

And for whom do we do it?

The most important consideration in choosing the software to give an event for qualified remote is “For whom am I doing this?”

Is it a training evening which is mainly transmitted and interactivity is less important; our choice is mainly for streaming on Youtube or any other platform. With a good internet connection without (too much) traffic in the second circle, this is perfectly stable. The chat is there to introduce some interactivity. Because the group chat will have mainly a social function, instead of a real subject-specific function. When streaming maybe the saying applicable is: “The more people, the merrier.”

If you need more contact with the participants and really much more interactivity (in the second circle), you opt for solutions such as Zoom, BigBlueButton or Microsoft Teams. Our advice is not to have over 50 participants, preferably less. It is a pretty intense way of teaching. You still can create a “safe learning environment”. We have no monopoly on wisdom, and there are other convictions. This is our experience. Take your time to find the software solution that suits you.

Finally, you have the hybrid version. In this version both streaming in the third circle and at the same time, a solution with more interactivity in the second circle take place. This gives very interesting possibilities, especially in the field of learning from others. But also for knowledge exchange between regions, for example the various areas. This is however technically the most complex variant. We found this out ourselves. Yet we want to explore it. Here we can indeed find the most gains.

Considerations in this hybrid form are who you allow into the second circle and who in the third circle. A good starting point might be that visitors in the second circle really participate and those in the third circle are more spectators. This asks the participant to make a conscious choice.

In any case, we learned that each subject should be viewed best by mail and by evening session. Also for “qualified remote” you should be aware of your learning and lesson targets. Being flexible in the various forms is also very important in our opinion. A nice challenge in these times! In the next article we will elaborate on the hardware used.

Software Selection at the various security regions

Safety Region South Holland South at this stage concentrates mainly on the third circle. Choosing a Youtube stream is therefore very logical. The interactivity now is introduced mainly by the chat. Due to the large number of participants (800+) in these streams this chat is rapidly “polluted”. Friends’ posts and professional posts are passing at high speed. This requires a lot of effort from the moderator. The “serious” questions must be filtered and put to the teacher. Already additional moderators should be involved to get the job done.

The desire of the Safety Region South Holland South is to become even more interactive. This can be done by using a second circle with separate software. At this scale, it is difficult to be even more interactive in the third circle. Further tests could be done with Kahoot, Mentimeter or similar voting systems. That’s a nice progression we can investigate.

In Security Region North Holland North the focus lies on the second circle and the goal is to scale to more participants in the third circle. Hence, there are now many experiments with BigBlueButton in the second circle, and a YouTube stream in the third circle.

It is positive both security regions work together. The one of the inside to the outside; and the other from the outside inwards. Each can learn a lot from the other. A process that is now happening in full!

Disclaimer

Yet just a little disclaimer: we share here our experiences and give open and honestly our opinion. We do this under tremendous time pressure. We have been working almost 10 days. ? Whilst we may forget some details, we do not test things sufficiently or do not get to the core. None of these packages is bad, at each of these suppliers people are working who do their best to make things nice. We respect and like this! This is just a record of our discovery trip of skilled remotely. Do you have any ideas? Share them please. Together we can ensure that aid workers everywhere continue and remain qualified.
